Bernd,

The TX should draw much more than 300 mA when in TX. If the synthesizer 
is not locked, the output section will be disabled to prevent 
transmitting off channel. Not sure how the voltage is staying at 5.2V if 
it is unlocked. Try flipping DIP switch 8 to off and power the T856 off 
and on again. Check TP12 (VCO Lock Detect). It should be low if the 
synthesizer is in lock.

Do you have the manuals?
Is your TCXO 12.8MHz?
