Sure.. You need a little interface to supply loop current and present
600 ohm impedance, but that's not too hard. A 40mA constant current
source will do, with 600 ohms resistor in series with a large-ish cap
across, and an AC coupling cap to take the audio out.
Some modems will work without the loop current, some won't.
In many cases, you'll have to find the command that says to ignore dial
tone.
IIRC, ATDM, on old hayes modems, will dial morse code.
