Normally, one would generally not need to illuminate this tower
(unless it is a very fat microwave tower with dishes on it or near a
runway). Part 17 used to say anything over 190' needed to be lit with
anything at 200' or more needing a FAA code beacon. I suspect this is
why the tower is 189'. This height vastly reduces the
painting/marking/lighting regulations.
