Yes, it's straightforward, just swap them out.  But why would you want to do
that?  If you are going to use this station on 2m, you're MUCH better off
using the PLL exciter.  The transmitter noise is much lower with the PLL
exciter as compared to the multiplier/PM exciter by a factor of about 22 dB
at 600 kHz spacing.  See

Yes, the ICOM's are different.  The ICOM for the PLL exciter has a varactor
modulator built into the ICOM for direct FMming the carrier, unlike the PM
exciter where phase modulation is done on the exciter board itself.
