I disagree, as the rules do not explicitly state this. This would also make Kenwood SkyCommand illegal to use in the 145.5-145.8 band segment, which I do not believe was Kenwood's intent. If this continues to be a point of contention, perhaps Kenwood can be persuaded to file another request for rulemaking to explicitly add 145.5-145.8 to the repeater subband.
