Actually, if you read that it is not contradictory to the NFCC's letter.
There is actually a similar motion within the NFCC to similarly expand
the repeater sub-band.

Their proposal is interesting, however. If they believe they are AUX
stations, no petition is required - AUX operation is legal there now.
