Here they're not even allowing bases to be put in in the equipment room 
on the roof. Some places have even told existing equipment to move.
It's not universal, but it is out there-be aware of it!

But yes-the right way to cover in building without going to a full-blown 
  system of amps and such is to mount the repeater and antenna as close 
to the middle of the building as possible.

A local hospital had a certain two-way shop put in a UHF repeater 
(GR1225). They put it on the roof of the 16 floor building. It has 
coverage 15 miles away, where they don't need it, but a portable in the 
lobby, where they DO need coverage, is noisy.
