The question was whether increasing the power level by 3 dB would have a 
positive impact (coverage and investment considered).

My suggestion to show you the impact of 3 dB is to reduce your current power 
level by 3 dB and see what the difference sounds like. Then decide if 3 dB is 
worth it for your site, before you spend the money. Keep in mind that adding 3 
dB could cause additional hidden problems, but at least you'll have a 
real-world idea of the difference.

The other consideration is whether you are coordinated for the higher power 
level. You could loose your coordination if changes are made that are not 
within the parameters of your coordination.
