It's in the Service menu. You need the radio attached
to the RIB and computer. Run RSS, press F2, then F2
again for Alignment menu. Then choose Transmit Output
Power.

With a wattmeter and dummy load attached, press F6 to
cause the radio to transmit. Use the UP/DN arrow keys
to fine-tune the power level. If you want to make a
large change, press F6, see what the power is, press
F6 to stop transmitting, use the UP/DN arrow keys to
change the setting by 10-20, press F6 again to check
the power.

There may be several subsequent things RSS will ask
you to adjust; press F8 to save the new power, then
press F10 to exit.

The radio should be stable down to about 50 watts.
