I thought about the AC Time delay timer but it requires AC 24 volts, it probably would work off of the ac side of the low voltage transformer but would still require a relay. I have some of the octal time delay relays I may use on of them.
The other thing I ran across was a carrier control timer (time out timer) from a Mastr II. It looks promising. It has an output that goes low when ptt is held low after a period of time adjustable from 45 seconds to 2.5 minutes and runs off 10 volts. I also found a 555 timer circuit that will work but I think it needed 5 volts.
