Tom,

The 555 will run on 15 volts or higher.  It will also run on 5 volts.  If the 
circuit you found has other 5 V only parts simple to get.  7805 regulator.

Whatever you do it would be good if the unit is normally off during normal 
operation...if relay used have it in de-engerized state.  That way not 
consuming power making life longer.
