Hi John, 

You seriously need to keep humble, informative and after much 
grip and grin handshake introductions... after much time and 
ear bending try to locate, advise and steer the overall radio 
frequency officer for the base/location into the better idea 
of moving down the band. It's just a basic matter of them 
reprogramming their equipment into the lower frequency range 
where they'd experience much enhanced operation. 

In the real world it can be stand off and in typical bull in 
the china shop ham attitude I've see with many of our "Alpha 
Hotel" west coast repeater owners ("AH repeater owners tend to 
be a'plenty across the US) you don't want to say or do anything 
wrong or to pi$$ them off. 

You need to carefully id and contact the right person at the 
base where the system is installed. Then you need to carefully 
try to open a dialog with said person and after supplying much 
much information and a very viable alternative let he/or she 
hopefully think and act on moving their eplrs system down the 
band to a less crowded area where all parties will be much 
happier.
