Hi Peter, The tone panel's function is to let each group hear their own users, but it doesn't prevent someone from "stepping on" someone else when the repeater squelch is already open (as it is when a valid user is talking). Most radios have an activity light that will indicate if the channel is in use. Motorola (and probably other) mobiles usually go into "monitor" when the mic is taken off-hook, so anyone already using the repeater would be heard. I guess you'd say the panel is a "traffic cop" but it won't keep someone from "running the light".
