Not to get into a rules debate (no conclusions drawn here), but I will 
simply point out 97.113(b)(1):

"b) The call sign must be transmitted with an emission authorized for the 
transmitting channel in one of the following ways:

       (1) By a CW emission. When keyed by an automatic device used only 
for identification, the speed must not exceed 20 words per minute;"

An IDer board, such as the one made by Autocode, fits the above description 
exactly.

A repeater controller that sends CW is an automatic device, but it is used 
for more than identification, as it also sends command responses, telemetry 
on system parameters, etc.
