Do ya think the committee will conclude there is no need? I'm in the public safety side and our guys don't like the new digital systems...they disappear in weak signal areas where the analog systems were fair readable. The solution to the drop-outs was to have a bolt-on-the-back of the fire truck relay unit, but the relay box blows away simplex at the incident site (not a good solution).
One might argue that having analog amateur repeaters is a better ACS backbone then digital...
