I would say BS to the "need more pairs in the commercial and public safety world".
In the commercial world, the available spectrum is not smartly used and there is much gross waste of resources. Public Safety "Empire Builders" scream for independent radio systems, then scream for interoperability using different formats/modes. We see a different type of wasted spectrum and materials in a lot of the Public Safety World.
