Doesn't really matter if he's in the US. This type of topic 
happens a lot more than you would expect and people try these 
type of circuits/packages a lot more than you would assume. 
The problem is it's hard to talk about an 11 Meter Repeater 
because it would not normally be a legal to operate system 
(at least in the US). I get the impression the original post 
was intended to ferret out the basic technical requirements 
and stories about... if anyone has ever done, made or used one. 

Sure, lot's of CB'ers and Hams have made and used CB and 
Ham Radio Repeaters and Remote Base Systems. But then Robert 
appears to drive the topic into subject areas that tend to make 
a lot of the regular Repeater-Builder Group People crazy. And 
the technical side of the original conversation starts to get 
blurred and disjointed with off topic sidebars.

If so many sidebars were not going on with this gray area 
topic... a normal reply from the group regarding phone line 
links might be like... "they are expensive to use/have" unless 
the physical wire is owned by the person needing the connection, 
which means it would probably be "a short telco line, a private 
wire, someone works for or has access to a telco business and 
has something special going on behind the scenes. 

Or, someone really has a lot of money to waste... 

Radio links regardless of the band in use are quite doable but 
you can expect they will be found and in the case of an illegal 
CB Repeater quickly messed with.

You really should stop thinking so hard about the CB Repeater... 
it's getting old and thin here on the group.

Just the above list tells many of the Group Regulars you're 
off in Technical La, La Dream Land. There's almost something 
worth shooting technical and real world holes into/through in 
every line of the above list.

But not much honest homework or research... nor do you use

Your ideas are all old rehash subjects having been done hundreds 
if not thousands of times through the decades. The fly in your 
soup is intended operation makes most of the people here at best 
nervous talking about the subject. The technical list of what 
you posted really won't work very well and many of us get the 
impression you don't really want to learn why.
