If I remember correctly Signal uses Google Cloud Messaging or other similar 
Google service for push messages. Thus it depends on the non-free Google Play 
services. That's the reason why it isn't available on F-Droid.

Furthermore Signal is a centralized service, with all clients connecting to the 
same server, operated by the Signal developers. The server software, although 
free software, does not allow for federation.

I strongly advise you to use Conversations ( 
https://f-droid.org/app/eu.siacs.conversations  https://conversations.im/ ) 
instead. It is a XMPP client with support for encryption (OMEMO) and push 
messages.
XMPP is a federated messaging protocol that allows anyone to run it's own 
server, much like email. XMPP now has an extension for push messaging, directly 
from the server to the client, with no need to rely on proprietary Google 
services. Many community-run servers support that already:

For the PC you can use Gajim: https://gajim.org/
