Have you checked whether some of the recent "distributions" for phones
fit your your requirements?
As for resources required, I suspect you could look for some commercial
actor which needs at the same time to get certain phones on the market
quickly (without waiting for free drivers etc.) and to do without Google
software. Maybe resellers of used phones in some countries?
