The server I am trying to connect to does allow password authentication, so it definitely makes sense that a password prompt would be displayed. It seems to me that the simple solution would be to pick up the username from the repository URL if it is not provided in the reviewboard admin form. Clearly, some piece of the SVN machinery when dealing with SSH key-pair authentication is ignoring the username set with set_default_username.
