Agreed, it shouldn't, and generally does not unless there's a server-side
issue somewhere. Can you see what's in the reviewboard.log file (if it's
turned on)? Also, can you repeat this?
Also, is there any useful information in the browser's Developer Tools?
(You may have to have them open and then repeat the problem).
