during first time publish script on reviewboard

i made a mistake where user are using Chrome browser during the problem
occured.
User claimed 2nd time published was OK .
FYI , i have installed and enabled review-bot extension.
Yes . User reproduced the error and i have attached the reviewboard.log
with DEBUG on.
