Apologies if I am using the wrong terminology, but I wanted to know if there was a way to restrict who could promote a public review to "Submitted" with the "Set Submitted" link in the review request screen.
Is there any reliance on the reviewers setting the "Ship-It" checkbox and the "Set submitted" action being enabled?
