Do you know exactly how old the old install was? Preferably which SVN revision?
Did you use rb-site for the old version as well? You shouldn't need to start with a new database, but it doesn't sound like your site install upgraded correctly. We'll need to figure out what exactly is causing this. Chris Clark posted some good notes on upgrading his old install today. That might be useful as well.
