IMPALA-15363: Update toolchain builders to Java 17
Updates toolchain builders to Java 17 now that Impala requires it.
Normalizes on Rocky Linux and removes unnecessary steps.
Retains rocky repos for 9 and adds them for 10 as they're active to
preserve IMPALA-14449, but omits it for 8 as 8.10 is a terminal release
that stays on OpenSSL 1.1.1.
