IMPALA-6644: Add last heartbeat timestamp into Statestore metric This patch updates the last heartbeat timestamp of a subscriber everytime the subscriber heartbeats successfully. It also launches a monitoring thread which periodically checks the last heartbeat timestamp for all the subscribers has been updated and logs the slow subscribers. Testing: Manually inspected the Web UI and statestore logs to verify that the last heartbeat timestamp for each subscriber is updated periodically.
