Note this causes quite a few e2e test failures with errors like
Query aborted:Memory limit exceeded: Codegen failed to reserve '44734976'
bytes for optimization
CodeGen could not allocate 42.66 MB without exceeding limit.
I don't think that should block this commit yet, since it doesn't break any
already existing test regime I know of: -ubsan works the same way as before,
only -full_ubsan fails.
