It says an exception can be thrown by the constructor, but I guess what's it's 
saying is that can only happen for the constructors that takes a bool or flag? 
i.e. the one that takes UTC won't throw. Is that what you concluded? Just want 
to be super safe here since we've had problems with unhandled exceptions from 
boost.
