I seem to remember there also being a lock in the boost code related to locales 
that's avoided by using the standard C function, so the regression grows with 
concurrency.  I might not be remembering correctly, though. Can you try to dig 
up the JIRA that introduced the use of localtime_r() to see if there's more 
details?
