De-flake ASAN TestSimultaneousLeaderTransferAndAbruptStepdown I doubled the write op timeout for this test but it's still flaky under ASAN in precommits. I can't reproduce this in dist-test runs (I did 1000 8 stress threads and 1000 with 16 stress threads and saw no failures). So, to try to improve things, I'm reducing the frequency of the simultaneous abrupt stepdown and graceful transfer in ASAN mode so there's more time for the tablet to make progress.
