After taking a closer look today and running tests, I think we can declare 
cronyd as supported NTP server if using chrony of version 3.4 and higher.

However, it's also necessary to add a few notes regarding tighter polling 
intervals in case if local frequency skew is high.

I think I'll prepare a separate changelist on top of this one and send it for 
review once I think it's ready.
