BTW, one other change: instead of naming this new storage level TACHYON,
I'd prefer to name it OFF_HEAP. The reason is that in the future we might want
to support other off-heap storage modes as well, and we don't want users to
rewrite their program, or developers to keep adding boolean flags in
StorageLevel.
