Okay so after looking more. I think the way to do this is to have this code
continue to use the same codepath as other parts of Spark (e.g. akka) for
determining the bind interface. But we should default to binding to all
interfaces if `SPARK_LOCAL_IP` is not specified. IIRC the code that is used to
find the default hostname is fairly complex, so it might be worth doing a
larger revising of that.
