   my two cents is, it's mainly a matter of volition.
   
   As of now, `SparkR` has only 200 messages to translate (my guess is a more 
accurate number of `stop`/`warning`/`message` calls is ~150).
   
   By contrast at `data.table` we have 1400 messages split on R & C and we 
managed to get over 20 volunteers to help translate all that into Mandarin -- 
point being if it's something you want to support, it can happen.
   
   OTOH maybe that's more appropriate for a separate Jira & this PR could be 
split into two pieces:
   
    1. Refactoring messaging infra to better support translations
    2. Removing use of `stop(paste0?` which is IMO always a waste of characters
