Review comment:
       In other places in the v2 API, we leave `ifNotExists` to Spark so that 
we don't need to pass it. Instead of passing an extra parameter, the method 
returns a boolean to indicate whether the partition was dropped or if no action 
was taken. Either way, the partition should not exist after the method call so 
it is idempotent.
   
   Then, Spark decides whether to throw an exception because the partition did 
not exist. We prefer that pattern of doing more in Spark to make behavior 
standard across sources and to make the requirements as simple as we can.
