So my proposal is reverting #29767 and either 1) add `writeStreamTo`
(revisiting #29715) or 2) add `table` as specialized format like `foreach`
(initial proposal of #29767). If we need enough discuss to get started and we
think it's too late, I'm even OK to revert first and move it out of 3.1.0.
