@HyukjinKwon - good callout. If the whole execution package is for
internal purpose (I think the only public one is around data source, right?),
how about moving `Cost` and `CostEvaluator` to
`org.apache.spark.sql.catalyst.planning` or
`org.apache.spark.sql.catalyst.plans.physical`?
