Review Comment:
   I remember that the idea of these formatters was that we could configure the 
actual timestamp string. It appears to not be possible with 
`DateTimeUtils.stringToTimestampWithoutTimeZone`. Would it be possible to add 
additional methods to TimestampFormatter instead so we could keep the options?
