### What changes were proposed in this pull request? Support specify resource profiles only with task resources requests for standalone cluster when dynamic allocation is disabled. `TaskScheduler` will schedule tasks based on custom task resource requests to executors with default resource profile. ### Why are the changes needed? When dynamic allocation is disabled, we can also leverage stage level schedule to customize task resource requests for different stages. ### Does this PR introduce _any_ user-facing change?
