   how can we know which one is the primary one? for example,
   ```
     val charset = parameters.getOrElse(ENCODING,
       parameters.getOrElse(CHARSET, StandardCharsets.UTF_8.name()))
   ```
   ENCODING is the primary once as it will be respected if both are set.
