This kind of large change should certainly start with a JIRA, not a pull
request. Before that though, I think you should discuss even the high-level
goal on the dev@ list to see if there is support for what you are trying to
change, or whether there are alternatives. I think there are a number of
problems with the code style and approach here too, so I would suggest closing
this and starting with the discussion first.
