### What changes were proposed in this pull request?
Couple of minor improvements to `StreamingForeachBatchHelper`:
* Make `RunnerCleaner` private and add ScalaDoc.
* Update contract for `pythonForeachBatchWrapper()` to inform that call
should eventually should `close()` the `AutoClosable` returned.
### Why are the changes needed?
- Code readability improvement.
