I agree that the shuffle code is extremely hard to understand. I certainly
don't want to make matter worse which is why I tried to make the minimal
changes necessary.
I'm not exactly clear what you mean when you say that we need to cleanup
and document the existing shuffle code before this can be reviewed. Can you
point me to the PR or branch where that work is being done?
