Hi all, I looked at the code and I think it works. However, I think there
is a slightly simpler alternative.
```
// in updateAndSyncNumExecutorsTarget
val maxNeeded =
if (initializing) {
initialExecutors
} else {
maxNumExecutorsNeeded
}
```
Then the rest of the code in `updateAndSyncNumExecutorsTarget` can remain
the same.
