    Having a timeout seems reasonable to me, especially as its a superset of 
this behavior.  The other thing I think we need to be careful about is 
broadcasted data.  We don't want to keep executors around just because they 
have broadcasts on them, so we need some way of determining whether a block is 
a broadcast chunk or a cached partition.
