The race condition you bring up is very unlikely to happen, because blocks
only get cached as a result of tasks, and executors are only removed when
they're free of tasks. So a task would need to be scheduled, launched, and
complete in between the race condition window. And in that situation, the task
completes so quickly that recomputing the block is probably not a big deal.
