I'm -1 for that and I can only be persuaded if you give an objective evidence that ASF "disallows" having unlicensed jars in the "codebase", since this moves the discussion to "codebase" rather than "distribution". ASF does not enforce policy on Github and even does not enforce that source is kept in the Github. This is something that the community should be concerned with. > See approvals here - we have two major concerns about 1) having jars in distribution and 2) tests should still run, and people loves to have this, to unblock the release, since this at least addresses both of them.
