`stagingDir ` was created at:
1. when `dynamicPartitionOverwrite=true`, call
`committer.setupJob(jobContext)` in driver side.
2. Writing to absolute path (via newTaskTempFileAbsPath) in executor side.
So check existence of stagingDir is same as check
`dynamicPartitionOverwrite = true`
