Review Comment:
this is needed because before we re-factored `REPLACE WHERE` into
`InsertIntoStatement`, it got rejected since it already is a `v2WriteCommand`
and fails with the same `writeIntoViewNotAllowedError`.
So this additional guard is preserving the behavior of the refactor.
