This PR aims to use the official `swift:6.4.0` Docker image in all Linux CI jobs. - `build-ubuntu-latest`, `build-ubuntu-arm`: `swift:6.3.3` → `swift:6.4.0` - `integration-test-ubuntu`, `integration-test-ubuntu-spark41`, `integration-test-ubuntu-spark42`: `swift:6.3.3` → `swift:6.4.0` - Remove `build-ubuntu-swift64` because it becomes identical to `build-ubuntu-latest`. ### Why are the changes needed?
